How do I implement the same pop-up block, like it was done on Instagram(here's link)?

It appears for 2-3 seconds, and then again sinks into the abyss.

I tried it myself, but for some reason I got a scroll.

Because you need to use to display: fixed block
lowering and ascending - this is through a transition or an animation gash.
Like this:
