You can create a file with the .reg extension and add the following code there:

Windows Registry Editor Version 5.00
 
[HKEY_CLASSES_ROOT \ .xml \ ShellNew]
"NullFile"=""


After that, run the .reg file.The data will be added to the registry, after which you will have the appropriate menu item.You may need to wait a bit.In Total Commander, I immediately appeared in the context menu, and in the context menu of Explorer, only after 5 minutes.
